This committee has cognizance of all matters relating to the Department of Education, higher education, local and regional boards of education and the substantive law of collective bargaining covering teachers and professional employees of such boards, vocational rehabilitation, the Board of Governors of Higher Education, and the Commission the Arts, and libraries, museums and historical and cultural associations.

EDUCATION COMMITTEE UPDATE
From the CT PTA Legislative Committee

May 2, 2006

Here is the status of the bills we followed during this past legislative session.

Please refer to bills by name when you contact your legislators as the original numbers will change once the bill is sent to the LCO (Legislative Commissioner’s Office) where the bill is reviewed and language is cleaned up, etc before being sent to the clerk of the House or the Senate (wherever the bill originated). We are watching for any bill that has been sent to the LCO to come out of the LCO so that it can get put on the calendar. At that point it will be critical to contact your legislators about any bill you feel strongly about to urge either its passage or defeat.

SB373 – An Act Concerning Technical High School Wiring and Healthy Food and Beverages in Schools. This bill passed the Senate by a vote of 24-8 and the House by a vote of 76-71 and the governor has issued a press release saying she will sign it. BILL STATUS>>

HB5211 – An act concerning underage drinking.  This bill has passed in the House by a vote of 123-23. The next step is the Senate. Now is the time to let your senator know that you favor this bill. BILL STATUS>>

HB5513 An act concerning Parental Involvement Reporting in School Profiles. We spoke in favor of this bill at the Public Hearing. It passed in the House 127-17. Still waiting to be heard in the senate. BILL STATUS>>

HB5818 – An Act Concerning Lost or Stolen Firearms. This bill was defeated in the House 66-79. BILL STATUS>>

HB5758 –An Act Concerning Minor Revisions to the Education Statutes. Passed in the House 137-1. Now on the Senate Calendar. BILL STATUS>>

HB5786 - An Act Concerning Assault of a Sports Official, Coach or Certified Teacher. This bill passed the House and was amended in the senate but the House rejected the senate amendment so it is now back in the Senate. BILL STATUS>>

SB202 – An Act Concerning School Breakfast Programs. Still waiting for action from the Senate. BILL STATUS>>

SB204 - An Act Promoting the Physical Health Needs of Students. Passed in the Senate and then passed with amendments in the house and passed in the senate as amended by the house. On its way to the governor. BILL STATUS>>

SB384 – An act concerning test start times.  This bill has passed both the House and the Senate and was signed by the Governor on 4/21. BILL STATUS>>

SB637 - An Act Concerning Charter Schools. This bill has to do with the enrollment caps for charter schools. It has been amended several times and has been passed in both the House and Senate as amended. BILL STATUS>>

SB702 - An Act Concerning Jobs for the 21st Century. This bill was signed by the governor on 5/1. This bill offers some money to school systems for various pilot programs dealing with math, science and connections to the business community. BILL STATUS>>

On the National Front:

The Child Nutrition Promotion and School Lunch Protection Act was introduced in both the house and Senate on April 6th. Chris Shays and Nancy Johnson are two of the co-sponsors for this bill so if they are your representatives please send them a thank-you email or letter for their support of the nutritional needs of our children.

TIP: All bills can be tracked in the CT Government web site (www.cga.ct.gov) - we've provided links to the bill status for the some of the bills we are following.  For those of you who are new to this - when looking at the bills, "HB" stands for house bill meaning it will be heard in the House first, and "SB" stands for senate bill meaning ... yes that's right .. it will heard in the Senate first.

TIP: For information on National Legislation you can go to www.senate.gov or www.house.gov.  Your best bet , however is to go to the National PTA website and sign up with the member to member network. You will receive the email newsletter “This week in Washington” and you will receive action alerts when your voice is needed on a particular issue.
